The beginning of the century helped bring plenty of reforms, changes and novelties into the sphere of public administration. Seeking to solve complicated problems of the nation main attention is focused on the increase from the effectiveness and usefulness from the state structures, the stability of the machinery of state, too the improvement of professionalism and responsibility. Training is strongly related to the creation of capacities since its goal, on the one hand, is to create an integrated and effectively governed teaching system of civil servants of central and native governments, and, on the other hand, to implement the thought of the continuity of that system and activity programmes related to it.

Topicality of municipal service training. Seeking to obtain efficiency in the sphere of state service, civil assistance training turns into ever more important due to the subsequent reasons:

- charge of efficiency and technical restructuring in the civil support is constantly increasing, and this requires that city servants will need to regularly get new skills and learn regulations;

- the decrease in the number of civil servants demands that the individuals who have stayed in the open public service ought to acquire varied skills; - the process of accession of the Republic of Lithuania to the European Union requires that civil servants should be familiar with peculiarities of public services functioning not only of their own country but in the European Union too; - to date the traditions that with all the civil servant making his way up, his technical rather than bureaucratic competence can be accentuated, offers prevailed inside the public services of the Republic of Lithuania. Striving for way to complex concerns in Central and Far eastern European countries, the main objective should be laid on improvement of state structures effectiveness, government bodies stability and increase of professionalism and accountability of human resources in condition institutions. Human resources system is contingency with institution of new quality since the purpose of the latter is always to create an integrated and well-manageable system of central and local govt human resources and also to ensure development of the program as well as action programmes relevant to it. One of the public supervision sectors is definitely public servants' training and improvement of this process. Though there is a big number of clever and competent specialists in Central and Eastern Europe, imperfect guidelines as well as training system often impedes the progress of training and even regarding public supervision.
